Based on the work of the United Nations Commission for the Sustainable Development 21 and in the continuing activities under Agenda 21, the think piece (which constituted the primary reference document at Thessaloniki[3]) Educating for a Viable Future: A multidisciplinary vision for concerted action, proposes an analysis of the concept of sustainability linked to the concept of sustainable development.

The concept of sustainability encompasses not only environmental issues but also issues of poverty, population, health, food security, democracy, human rights and peace. In the final analysis, sustainability is an ethical and moral imperative which implies respect for cultural diversity and traditional knowledge (page 2). Sustainable development is presented as the objective to which education should devote itself as an instrument of choice. Education is seen as an ongoing process aimed at developing the capability of adapting to rapid changes in the world, but first and foremost as a process of transmitting knowledge and information to make the public understand the problems and to stimulate awareness. Appropriate public education and awareness are indispensable, states the document, in order to achieve the objectives of sustainability and equity, which in turn must also be based on legislation, the economy and technology. Here we find the same neo-behaviourist concept of education, linked to the rational-technological paradigm, as in the document presented during ECO-ED 22.

While acknowledging the relevance of previous recommendations about environmental education (Belgrade, 1975, Tbilissi, 1977 and Moscow, 1987) and the importance of implementing them to the utmost, the Draft Declaration of Thessaloniki does not allude to EE other than from the perspective of education for the environment and sustainability (articles 11 and 15). EE is regarded as a discipline in which education for sustainable development is firmly rooted (Page 31, Chapter III, clause 82). In reviewing its history, the document's authors appear to limit EE to natural sciences, before concluding with what appears to be a cursary dismissal of EE, and replace it by the broader notion of education for sustainable development (page 33). Viability is thus presented as an imperative and education for a sustainable future as the key which will at last deliver results where EE has proven insufficient. The challenge, it states, is to implement Agenda 21 and its Chapter 36. As a result, education must play its role and work for a sustainable future.

Inovacije , inovacijski sistemi, komplementarni in potencialni miljeji...in prioritete

OECD inovacijo[23] definira, kot pretvorbo ideje v tržni produkt ali storitev, nov izboljšan proizvodni ali distribucijski proces ali kot novo metodo socialnih storitev[24][25]. V tej povezavi je inovacija sinonim za uspešno proizvodnjo, prilagoditev in izkoriščanje (uporabo) novosti v ekonomskem in socialnem smislu. Po vsebini inovacije delimo na programske, tehnične, tehnološke[26], organizacijske[27], upravljalske in metodološke.

O konceptu inovacijskih sistemov

Za razliko od klasičnega pristopa obravnavanja raziskovalno razvojne dejavnosti,... pa koncept inovacijskih sistemov poudarja institucionalno okolje in je zato širši. Glavna vira inovacij sta še vedno raziskovanje v obliki vlaganj v raziskave in učenje v obliki formalnega izobraževanja. Ob tem je za inovativnost pomembno še učenje z delom, z uporabo in z interakcijo.

Slovenija, podobno kot ostale male države nima konkurenčne prednosti velikih narodov (veliki naravni potenciali, velika finančna moč...), zato je za Slovenijo inovativnost še toliko bolj pomembna.

Irska je danes pomemben zgled razvijajočim se državam, tudi Sloveniji. Najpomembnejše značilnosti irskega uspeha lahko strnemo v naslednje točke: strateška usmerjenost, učinkovita javna uprava, koordinacija in sodelovanje med elementi NIS (Nacionalni inovacijski sistem), znotraj elementov NIS, stalna primerjava z najboljšimi (benchmarking) z vidika celotnega NIS, središče sta podjetje in njegova konkurenčnost, poudarek na difuziji tehnologije in javno-zasebno partnerstvo.

Inovacija je proces uresničevanja novih idej in ugodja za uporabnike ali kupce in nosilec, konkurenčne prednosti, rasti in dodane vrednosti, omogočajo tudi blagostanje. Ločimo jih tudi na: inovativne strategije, inovativne proizvode oz. produkte in inovativne procese.
